An unseen catastrophe blankets the globe as a strange mist appears and several ability users turn up dead in what looks like suicides. The Armed Detective Agency is drawn into the murky pattern, following a trail that points to a single enigmatic force. An unknown power user nicknamed Collector appears to be pulling the strings behind the killings, a figure with the means to bend the citywide danger to his own ends. To stop the spread and protect Yokohama, the Agency teams up with the Port Mafia in an uneasy pact.
