The bunker team argues over what to do with the undead outside, wrestling with control, mercy, and the ethics of experiment. Among the group, John tries to keep the group together while Rhodes, an aggressive commander, pushes for harsher action. McDermott, Miguel, and others hold fast to different priorities as panic and suspicion gnaw away at cooperation. As scarce food and mounting fear tighten their circle, decisions about quarantine, study, and ultimate fate of the living dead threaten to fracture the fragile alliance.
