Set against the aftermath of the IC-814 hijacking in 1999 and the 2001 Parliament attack, Dhurandhar follows Intelligence Bureau Chief Ajay Sanyal as he builds a risky covert plan to dismantle a Pakistan-based terror network. He recruits a 20-year-old Punjabi named Hamza, held for a revenge killing, and reshapes him into a double identity to infiltrate Karachi's criminal underworld. As Hamza slips between personas and makes uneasy alliances with gangsters and handlers, trust frays and the line between operative and outlaw gets blurred.
