A former football player turned FBI agent, Johnny Utah goes undercover on Southern California beaches to investigate a string of brazen bank heists carried out by robbers who wear lifelike presidential masks. Convinced the culprits are surfers, Utah adopts the rhythms of surf culture and gets close to an electrifying crew led by the charismatic Bodhi. He learns how addictive the ocean and the lifestyle can be, while trying to gather evidence and keep his professional instincts intact. The film balances high-energy heist set pieces with quieter scenes that show why Utah is drawn to the surfers he’s supposed to be watching.
