As corporations and criminal gangs brace for control, Moreton Li, a hard nosed fixer, and Wong Chi-tat, a veteran investigator, find themselves drawn into a web where loyalties shift with the next gunfire. The story follows their attempts to survive while the city trembles under fear, betrayals, and escalating violence. The movie avoids heavy exposition, letting action and mood carry the story.
