In a waterlogged future version of London, detective Harley Stone chases a sadistic killer who murdered his partner and keeps resurfacing to torment him. Stone's hunt drags him through flooded streets, where the line between man and monster seems to blur. His only allies are colleagues and the cynical reporter Michelle, played by Kim Cattrall, and Durkin and Thrasher among the precinct brass. The pursuer, known as the Rat Catcher, appears to be more than human, using the environment itself to strike. With every clue, Stone must decide how far he will go to close the case while confronted with a threat that might defy ordinary humanity. The city itself feels like a trap, a maze of water and steel.
