In the wake of what people call Heaven's War, global power shifts leave the United States sidelined and a shadowy organization called the Syndicate pulling the strings behind many headlines. Into this fractured city steps Hei, a reserved and enigmatic operative who moves through Tokyo on hush hush assignments. He takes on espionage and assassination jobs that blur the line between mercenary work and moral compromise, drawing him into a larger web of mystery, loyalty, and dangerous allies.
